Loan will help program for disabled

A for-profit venture called E Street Construction is moving forward with a plan to offer possible condominium ownership for low-income disabled people after the South Portland Planning Board on Tuesday approved a $50,000 city loan at 1 percent to the company for renovation costs.
 Paul and Mary Chris Bulger of South Portland, who have a 21-year-old autistic daughter, Anna, want to start a program that continues helping the developmental disadvantaged when they are old enough to be on their own.  The new housing project is positioned as a lifetime commitment from the tenants and their family.
Nine residents will have their own bedrooms and share a common kitchen, dining, TV and library rooms.  The estimated cost of each unit is $125,000 to $150,000 to help cover the renovation of the house.  An additional monthly fee covers food, house maintenance and two live-in staff from Specialized Housing, Inc to monitor residents. The project currently has four tenants.
This would be the first program of its kind in the state that would offer the lifetime living situation, according to Mary Chris Bulger.
